This is because during the winters you can wear the topcoats and if you still aren't warm can pair it with layers and then get through the season. And when the summer or the spring comes you can use the same mens topcoat and use it as a fashionable garment thus making the best use of the money that you spent on it. Therefore, depending on your place and the needs you can select the garment which gives you the most versatile option.
As for the mens long topcoats they are usually made from the fabrics that weighs to about 500 g per meter or lesser than that. In the recent times even this weight of the fabric is considered to be a heavyweight since lighter fabrics are invented in the modern world.
